The University Library is intended to support the academic programs of the Pamantasan and to provide materials for research activities. Its basic function is to acquire, collect, disseminate and preserve library materials accessible to students, faculty members, employees and to other library patrons.
Brief History
Pamantasan ng Lungsod ng Maynila (PLM) University was established in July 1968 with a collection of 758 volumes of books. the Library occupied the 3rd floor of Gusaling Villegas and it was manned by an Acting Assistant Librarian, 2 clerk typist, 1 utility and 12 student assistants. The Library hours is from 7:00 a.m. to 6:00 p.m. Monday to Friday, and it was closed during Saturdays. the Library was able to developed a collection thru purchased, exchanged and donations from the United States Information Services (USIS), the Asia Foundation, Societies, Government Agencies and Private Individual as well.
In June of 1988, the library was renamed Celso Al Carunungan Memorial Library in recognition of his accomplishment as chairman of the Board of Regents.
Today, the Central Library occupies the Lobby, Basement and second floor of Gusaling Katipunan. It has four unit libraries, Graduate School, Law, Medicine and Health Sciences, considering that Ospital ng Maynila is the training hospital of PLM College of Medicine. During the incumbency of Atty. Adel Ta,amano, as president, an Internet Station was put up with 44 computers.The library adopted the open stacks in selected sections. Reference, Law, Graduate Section, and Medical books and other health related services are classified according to the Library of Congress Classification Scheme and other collection are organized according to Dewey decimal classification.

The Library shall provide comprehensive collection and excellent library services in support of the PLM vision.

The Celso Al Carunungan Memorial Library, Pamantasan ng Lungsod ng Maynila (PLM) as the premier academic library among local colleges and universities in the country.
GOALS
1. Develop and maintain interest in addressing the Library's current and potential user' needs;
2. To ensure delivery of quality services and to maintain a high level of professionalism;
3. Develop and implement a systematic approach towards a maximized utilization of library collections;
4. Explore the potentials of technology in all areas to deliver a wide spectrum of excellent information services;
5. Establish linkages with libraries, institutions, and agencies locally and internationally for better exchange of resources and services;
